LGA Climate Change Programme: Decarbonising Transport Action Learning Sets

Are you a councillor who holds the transport portfolio for your council, or an officer tasked with delivering your council's ambitions for decarbonising transport? This Action Learning Set brings together councillors and officers from across England to explore how emissions reductions could be achieved using Local Transport Plans and associated transport investments.


Delivered through a collaboration between the LGA and Mott MacDonald, the Decarbonising Transport Action Learning Sets will bring together councillors and officers to address decarbonising transport and local transport planning.

The new Local Transport Plan (LTP) guidance which is to be released later this year will place a greater emphasis on officers to demonstrate how their LTP and associated transport investments will help reduce emissions. The Action Learning Sets seek to support councils' work, by bringing together people from different backgrounds and contexts to foster a diverse range of solutions and perspectives, on how reduced emissions could be achieved using their LTP and associated transport investments. Through creating a participatory, inclusive, safe space, where councillors and officers can share experiences and learnings, ensuring that best practice decarbonising transport policy can be delivered.

The Action Learning Sets will aim to provide ideas on the following questions in response to the following challenges:

  • What does effective local leadership of decarbonising transport look like?
  • How do we ensure that people are not left in transport poverty?
  • What tools can be used to support community engagement?
  • How do we ensure a whole council / cross-party approach?

The Action Learning Set programme will start with an overview/training session, analysing the decarbonisation challenge we face and starting to analyse ways we could tackle these challenges. We will also provide an overview of the action learning sessions, the format that will take and how we anticipate them supporting attendee’s current and future work.

There will be five Action Learning Set sessions, each lasting up to 1.5 hours, utilising the principles of:

  • providing a safe space for members to reflect, exchange and curate knowledge
  • creating a pathway to develop policy and programmes
  • forming a peer network of mutual support
  • ensuring participants agree the key messages and share the learning across the sector in a sensitive, appropriate, and timely manner to support local areas nationally
  • providing participants with expert insight into potential policy and provision, that could be put in place to tackle the challenges and opportunities
  • allowing every attendee an allotted amount of time to present an issue and seek questions and input from the group. Aimed at developing the individual and groups’ thinking that is relevant to all, builds shared learning and best practice
  • an openness to share and develop best practice across the authorities
  • creating a time and place to regularly collaborate and tackle each other’s challenges
  • working together towards the goal of decarbonising transport and ultimately build a better transport future that delivers positive social outcomes.

Sessions 1-4 will provide the group with the opportunity to run through approximately 1-3 topics depending on time. Participants will be provided with an action plan template that they can complete during each session, including an actions section that they can take back to their organisation. The template will be populated with a couple of relevant examples to support the participants. The final session will follow a similar format but will include time to discuss next steps and the outputs (an action plan and case study). We will also advise each group on how they can continue to act as a self-sustaining community of practice.

The Decarbonising Transport Action Learning Sets are now open for applications from councillors who hold transport portfolios, or council staff working directly on decarbonising transport strategy and policy. Apply to the programme to work with other decarbonising transport staff from around the country, aimed at developing individual and group thinking about how to shape policy and interventions to support councils in the delivery of their decarbonising transport ambitions.

About the LGA’s Decarbonising Transport Action Learning Sets

The programme will: 

  • provide a safe space for members to reflect, exchange and curate knowledge
  • create a pathway for attendees to develop policy and programmes for decarbonising transport
  • form a peer network of mutual support, aimed at supporting attendees both during and after the Action Learning Set
  • work with participants to agree upon the key messages and share the learning across the sector in a sensitive, appropriate, and timely manner to support local areas nationally
  • provide participants with expert insight into potential policy and provision, that could be put in place to tackle the challenges and opportunities
  • ensure that every person taking part in the action learning sets is allotted time to present an issue and seek questions and input from the group
  • establish an open environment to share and develop best practice across the authorities.
  • create a time and place to regularly collaborate and tackle each other’s challenges
  • work together towards the goal of decarbonising transport and ultimately build a better transport future that delivers positive social outcomes.

Application criteria 

  • The project is aimed at councillors working on their council's transport portfolio and officers working or leading on decarbonising transport policy and provision

To apply for the Decarbonising Transport Action Learning Sets you must:

  • work within an English council
  • work in a position were developing decarbonising transport policy and provision is one of your core roles
  • have the capacity to undertake the Action Learning Sets, which will include a commitment to a series of Action Learning Sets, an online training session, as well as participating in the wider network
  • be willing to share your learning and experiences from the programme with other councils across the country.

 What will the cohort of successful council staff be expected to deliver or participate in? 

  • contribute positively to all the partnership workshops
  • share their learning from the programme, within their own council and with other councils as required
  • contribute towards, or develop:
    • a blog
    • a podcast
    • a report
    • a video
  • Take part in a recorded webinar on January 24 2023, that will showcase the project and the outcomes
  • provide a detailed case study of their project development and experience working on the programme. 

You should apply for the programme if: 

  • you need space and time to reflect on the elements of your role that focus on decarbonising transport
  • you are looking to create a pathway forward to support your council to develop policy and programmes for decarbonising transport
  • you would benefit from an extended peer network of mutual support
  • you would benefit from expert insight into potential policy and provision, that could be put in place to tackle the challenges and opportunities
  • you are looking to build key partnerships in decarbonising transport, at both a regional and national level, internally and externally
  • you would like to develop an action plan to support your decarbonising transport policy and strategy
  • you would like to develop new working relationships outside of your organisation
  • you would like to hear from industry experts on the latest trends in decarbonising transport
  • you would like to hear about the best practice taking place around the country, evaluated, and explained by industry experts
  • you would like dedicated time to work on decarbonising transport planning.

Councillors and officers are required to apply for one of the two delivery schedules outlined below and then attend all the sessions. Please save the dates in your diary in anticipation.
